UNIVERSITY RESIDENTS PARKING SCHEME
PROPOSED EXTENSION

The University Residents Parking Scheme was implemented in the streets around Teesside University in September 2009. At the same time new car parks and on street parking areas were provided by the University and the Council along with a free park and ride facility for students paid for by the University utilising car parks in Canon Park provided by the Council. These measures were designed to accommodate vehicles displaced from the streets within the new Residents Parking Zone.
It was recognised however that the full effects of a scheme of this size could only be assessed once the scheme has been in operation for a few months.
It is now become apparent that some parking by students and staff from the University and also by town centre commuters has been displaced into the streets outside the zone. In particular residents in the
The Council is therefore considering extending the University Residents Parking Scheme into the
· Residents Parking Zone to operate Monday to Friday 8.00 a.m. to 6.00 p.m.
· Parking Permits for residents to be free of charge renewed annually by the Council.
· All residents parking spaces to be subject to a free 45 minute limited waiting period before a permit needs to be displayed.
· Each property within the Residents Parking Zone to be issued with one book of 20 Visitor Scratchcards free of charge per year. Each Scratchcard is valid for one day only. Further Scratchcards can be purchased by residents for a fee of £5 for a book of 20.
· The free 45 minute limited waiting facility in the residents bays means that Scratchcards only need to be displayed by visitors wishing to stay longer than 45 minutes.
· The residents parking restrictions will be enforced by the Council’s Civil Enforcement Officers who will be issuing £70 Penalty Charge Notices to vehicles parked in contravention of the parking regulations.
· Locations where parking is not permitted such as at junctions, on traffic calming build outs and in front of alleyways will be protected by double yellow line no waiting at any time restrictions.

The results of this consultation exercise will be reported to the Council’s Executive for further consideration. Assuming a favourable response to the proposals and subject to the necessary funding being available, the process for implementing the scheme should begin later this year.
