FAO: Executive Member for Transport Cllr. Charles Rooney: 

I would like to thank both the mayor and the executive member for transport for doing all they can to help resolve the parking problems within University ward.

 Can I request some clarification and details as to the exact areas within the ward – which are under consideration (for the scheme)?

 And also are there any contingency plans to deal with unexpected consequences such as displacement of vehicles and its possible impact on rest of the ward – and what will happen to the areas not covered by the scheme? 

 

ADDITIONAL QUESTIONS AND ISSUES RAISED BY LOCAL RESIDENTS

AT UNVERSITY COMMUNITY COUNCIL MEETING

HELD ON 27TH JANUARY 2009 BRECKON HILL PRIMARY SCHOOL

 

1.       When will the consultation begin?

 

2.       Who will undertake this consultation and how will it be carried out? Who will be consulted, how and when?

 

3.       When and how will residents be kept informed of the outcomes of this consultation process?

 

4.       How can those residents and businesses not approached by the consultants take part and directly make any comments and views known?

 

5.       What is the exact area covered by University Ward Residents Parking Scheme?

 

6.       Who will be given parking permits and how many will be allocated altogether to local residents and businesses within University ward, and how many allocated to people outside of the ward?

 

7.       How will this Scheme be administered and operate?

 

a.       What will be the criteria and requirement procedure of applying for Parking Permits?

 

b.       If applicable, what will be the cost to local residents, businesses, places of worship and community centres, living and/or working within University Ward and those visiting from outside of the area?

 

c.       What days and times will this Scheme operate on and how will it be enforced and monitored?  

 

d.       How will this Scheme tackle and resolve football match congestion and over-spill into residential areas?

 

e.       What plans and arrangements are being made to deal with the longer term parking needs within the town centre area by building adequate and sufficient car parks to cope with future expansion?

 

8.       Whilst we only have 1800 households within whole of University Ward. Therefore, could you explain and clarify how has the Council calculated and determined the 2500 parking permits, and how do these figures breakdown in terms of residents and businesses within University ward, and how many permits will be allocated to people from outside of the ward?

 

9.       What will be the impact and in particular displacement of vehicles on those areas not covered by the scheme? And what work is being done and efforts made to engage and consult the residents not covered by the proposed scheme?

 

10.  What steps are going to be taken and backup plans put in place in order to safeguard and protect those parts of University Ward which are going to be excluded from the Residents Parking Scheme for example, Clairville Rd, Lothian Rd, Angle St, Bylands St, Egmont Rd, Breckon Hill Rd, Wellesley Rd, Saltwells Rd/Lytton/Ely St?
